Decisions and Agreements have the same structure (a high up linked group of data-points). If one has created that structure, it appears to be a Decision. If one links to such a structure created by someone else, that is an Agreement.
These are processed by first erasing their context (which can include anything they link to, such as what happened which made the decision or agreement seem like a good idea), after which their structure will erase easily.
